Federal and emirate-level bodies run a range of programmes that provide UAE SMEs with access to grants, subsidised loans, advisory support, market access facilitation, and regulatory incentives. Many UAE business owners are not aware of the full range of support available or how to access it effectively. This guide maps the key programmes currently available to UAE SMEs in 2026.

Federal UAE SME Support — Ministry of Economy and CBUAE

At the federal level, the Ministry of Economy oversees the National In-Country Value (ICV) programme, which gives preference to UAE-licensed suppliers in government and semi-government procurement. Registering for ICV certification (administered by independent certification bodies) allows UAE SMEs to compete for government contracts on preferential terms — a significant market access advantage given the scale of UAE government procurement.

The Central Bank of the UAE's SME financing facilitation programmes encourage UAE banks to meet defined SME lending targets.
